The Planning and Building Law, and the Planning and Building Regulations, state that any licensing process must begin with the submission of an application for a planning information file.
This information is the basis for any application for a building permit.
Whether it is a new construction, or an addition of construction, or an extension.

How do I submit a request for a planning information file?

Before the implementation of the reform in the Planning and Building Law, and using the 'Available Licensing System' website, I, an architect and an applicant for building permits, came to the offices of the planning and building committees or municipal engineering departments, and submitted a collection of binding documents.
Today, in order to open an information request for a permit, i.e., a planning information file, at the offices of the Planning and Building Committee or the Municipal Engineering Department, it is not necessary to bring any physical document, but to enter on the website of the 'Available Licensing System', the identification documents.

What are the screens required in submitting an application for a planning information file?

In order to put things in order, I have compiled here the list of documents necessary to open a planning information file:

Details of the author of the application (the architect of the project): Full name with id card. Office phone number. Mailing e-mail address, and office address.

Property Details: The address of the property where the project will take place.
Real estate details: property block number, property plot number, and property lot number (if any)

Documents for identifying the property : A measurement map, as drawn up by a certified surveyor, and approved by Mapi's mapping system.
A collection of updated photographs of the real estate from all fronts, indicating the date of the photograph.
Information fee payment voucher confirmation.
A detailed description of what is requested for construction on real estate, so that it will be possible to produce as focused and accurate information as possible.

Type of use of the property: Please specify what the property is used for. For example, residential, commercial, industrial, agricultural, recreational, etc.
Selection of the requested licensing track: The applicant must indicate whether the application is submitted in a regular licensing track or a shortened licensing track. If I intended to submit leniencies or a request for excessive use, etc.
In addition, I should mention, in a regular licensing track, the type of work requested (you can choose more than one type):
New construction, demolition of a building or part of it, changes in the structure without adding space to the existing structure, changing the use of the building or property, addition to an existing building and the type of addition.
In the shortened procedure track, I must choose the appropriate section from Part B – meaning the type of work and structures that are permitted for licensing in a shortened way licensing procedure in accordance with the Planning and Building Regulations (Licensing Procedure in a Shortened Way), 5777-2017.

As I wrote in a previous article, the information file contains targeted information about the requested area cell. The information summarizes the spatial planning (infrastructure zoning, etc.), the definition of the permitted uses of the land, and the required design guidelines – the manner of submitting the application in advanced stages.
The information file incorporates information available to the licensing authority, for example on environmental sanitation, traffic and transportation guidelines, etc.
In addition, the file provides information from authorities and bodies such as the Israel Electric Corporation, the Israel Antiquities Authority, the Jewish National Fund, the Israel Land Authority, etc.
The information file also provides files of documents or guidelines for planning and licensing from these entities.

What are the stages of the system's work until a planning information file is received?

Opening an online application on the website of the available licensing system is carried out by the architect who edits the application. All this, after entering all the necessary documents, including confirmation of payment of the fee.

The process of working on an information file for a permit (opening and receiving the information file) is carried out using the entire site of an available licensing system.

After submitting the application documents for a permit information file in an available licensing system, the information specialist checks whether the entered documents meet the requirements of the threshold conditions set out in the regulations. The duration of the test allotted in the system is 5 working days.
If the application does not meet the threshold conditions, meaning that documents are missing or that there is a need to receive an explanation or reasoning regarding the documents, I make the request, receive a notification from the website of the available Risoy system, about the need for completion.
After confirmation of compliance with the threshold conditions, the application for an information file for a permit will be recorded.
The information specialist will coordinate, prepare and collect the planning information from all the relevant parties, including threshold conditions for opening an application for a permit, and will forward the planning information to the author of the application. The information specialist has up to 45 working days, to collect and collect all the relevant information, from the various licensing bodies, and send it back to me, through the system.

By the time the information specialist is collecting the documents, I'm already starting to work on planning the project.
This saves valuable work time.
