To buy a plot with a building permit, the Planning and Construction Law states that: a building permit can be validated in the realization of the construction, in a medium of 3 years, when, within a year, foundations and floor must be built. If the building has not begun construction of a 3-year intermediary, then the building permit has expired, and the entire licensing process must be restarted.
