Shading in a public park

The National Planning and Construction Council claims that as of 2019, a request to establish a shading element in the public sphere, of any kind, requires the preparation and submission of a detailed construction plan, which determines the building rights in the requested area. After submitting this plan, a licensing process must be submitted legally for issuing building permits to the local planning and construction committee. The National Planning and Building Council rightly argues that these are processes that take a long time.
